Why do people make it out to be like CM Punk is the greatest heel the WWE has right now?

Jericho is better than him as a heel but Orton flat out sucks as one. I mean come on, half the crowd cheers him so he resorts to cheap heat to get by (Legacy, doing headlocks to bore us, etc.) At least Punk doesn't need help to get by.
