Do I need to get permission from my town hall to change my guinea pigs name?

My guinea pig, currently named Mandy, does not like her name and refuses to respond to it in ANY way. If I change the name are there papers I need to fill out, and is there a tax? She is only 6 months old so I don't think it is too late
